ALAMINOS City - For the nth time, Action Mayor Eduardo F. Fontelera
has stressed that the welfare of the farmers and fisherfolks remain
to be one of the major concerns of his administration.
Recently, Fontelera meet with the officers and members of the City
Agricultural and Fishery Council to reiterate and discuss his various
programs intended for the marginalized farmers and fisherfolks from
the thirty-nine barangays in the city.
The dynamic city executive revealed that his office has allocated
at least P .5 M as support funds for farmers and fisherfolks in
a form of subsidy, loans, trainings and seminars as well as livelihood
programs.
Fontelera, though, cited his office is comtemplating to infuse
additional funds to sustain his worthy initiatives for the agri-sector,
which will be taken from the city government's 20% development fund.
He said that the bulk of above-mentioned fund, that might reach
as high as P 80 M, goes to the barangays in terms of basic services
and infrastructure projects.
And this include the post harvest facilities, farm-to-market roads,
irrigation and production wells, sustainable programs for the Agrarian
Reform Communities like the Bayanihan and Pitong Gatang ARCs and
electrification and establishing potable water system in remote
communities as well as the conservation and preservation of the
city's vast marine resources and mountains.
The mayor revealed that the construction ARC Pitong Gatang's farm
to market road worth would probably commence at the end of the year
as the final bidding is scheduled next month by the PBAC.
This P 32 M project funded by Asian Development Bank and through
the initiative of DAR Sec. Hernani A. Braganza, would soon benefit
the farmers and city folks from barangay Bued, Sabangan, Pandan,
Telbang and Victoria.

For the production of hybrid value crops, Fontelera has already
instructed the city agriculturist to continue conducting trainings
for farmers for this ARC hybrid production rice and commercial crops.
He said 40 farmer-teachers are to be trained monthly by skilled
technicians and agriculturists from the city, provincial office
and leading companies allied with the DAR and DA's in giving importance
to the thrusts to introduce breakthroughs in farming.
The dynamic mayor also wish to replicate to other communities,
aside from high value crop production, the construction of production
wells using the city government funds, with brgys. Macatiw and Cabatuan
as pilot areas and now providing enough supply of water for the
farmers on its neighboring barangays.
Another great concern of the Fontelera administration is on how
his constituents in the upland barangays could enjoy clean, potable
and abundant supply of water. Thus, crop-up the plan of putting
up production wells or small water impounding system in the remote
communities.
Energization program in the far-flung areas of the city is also
underway, again funded by the city government and further disclosed
that Sec. Braganza has just funded the construction of Cayucay-Mona-Pangapisan
road worth P 5 M as well as the concreting of a barangay road going
to St. Joseph Seminary in brgy. Macatiw.
All this, according to the mayor, result of trust and confidence
of the cityfolks to his administration and the all-out-support of
the city's illustrious sons - Sec. Hernani A. Braganza and Sec.
Leonardo Q. Montemayor.
"But we are about to achieve our noble objective for the
city to attain its sustainable development and progress, with the
cityfolks support and cooperation to our worthy initiatives for
our dear city", Fontelera quipped.
I therefore enjoin all of you to extend your fair share in nurturing
our infant city to become the next growth center in the region and
the nicest place the younger Alaminians could live in.
