Alaminos City - A giant step to finally cement the common bridge
of understanding and lasting friendship between this city and West
Sacramento City, California, United States of America, (USA) had
just began.
In an e-mail letter received by Mayor Eduardo F. Fontelera Jan.
16, from Mr. Larry Von Kaenel, assistant to the City Manager, informing
the chief executive, the West Sacramento City Councilor Mark P.
Montemayor's scheduled visit here.
Accordingly, Montemayor will come to the city from Jan. 30-Feb
3, relative to the proposed creation of a sister city partnership.
Montemayor, son of Dr. Pompeo Montemayor - a true bloodied Alaminian,
will personally present and hand-over to Mayor Fontelera and the
city council here led by Vice Mayor Teofilo G. Humilde, Jr. the
copy of the concurred resolution established a Sister City Agreement
between the two bustling cities of Alaminos and West Sacramento
on the 30th.
The said resolution and the Sister City Accord were enacted on
the council's regular session held on the night of Jan. 15 after
almost two months of preparing all the requirements and thorough
review of the Sister City Agreement.
But prior to that, Mr. Kaenel e-mailed to the mayor purposely
to update him on the proposed sisterhood ties including the Sister
City Agreement that emanated from proposed Memorandum of Understanding,
which has been forwarded by the Sangguniang Panlugsod to West Sacramento
City Council on October 18, 2002.
It was even learned that the draft version of the city council's
memorandum of understanding was very well written and far-reaching
in its scope. But in an attempt to simplify the said document, it
was carefully revised while retaining the essential elements vital
for the future sister city affiliates.

The idea of forging a sister city accord between Alaminos and West
Sacramento was first conceived on July 2002 when Bill Resendez,
a retired West Sacramento resident and married to an Alaminian beauty,
proposed to the city council his noble initiative for both cities.Resendez
then informed Fontelera of said ambitious endeavor and promised
to help the city realize his dream of linking-up the two cities
which he calls his home sweet home.
During his official visit to the major cities in California, USA
on August 8-17, 2002, Fontelera meet the proponent, Mr. Resendez
in West Sacramento. The dynamic mayor was introduced by the latter
to the city council on the 14th.
On the same occasion West Sacramento City Mayor William G. Kristoff
presented a Mayor's Proclamation welcoming Mayor Fontelera to the
city and the United States.
Moreover, Councilor Montemayor even presented the mayor with gifts
from their city to be displayed in Alaminos City Hall. Councilor
Christopher L. Cabaldon, now the concurrent city mayor of West Sacramento
also presented him the Key to the City.
Fontelera then expressed his optimism that the proposed sister
city pact would considerably provide mutual economic cultural and
social benefits to both the cities of Alaminos and West Sacramento
once enacted.
The mayor likewise hailed the determination, perseverance and
desire of Mr. Resendez on pushing for the establishment of said
sister city accord even as he thanked him for helping his administration
transform the city into more developed, progressive and globally
affiliated with the best cities in the world. - RMR.
