1. SITUATION ANALYSIS
1.1 COMMERCIAL FACILITIES/ ACTIVITIES
The Alaminos Public market before it was completely burned in January
1999 is the center of commercial activities in the municipality
and strategically located in Poblacion along the national highway.
It occupy a total land area of 7,870 sq. meter except the mezzanine
floor which has a total area of 2,500 sq. m. The building itself
has a ground and a mezzanine floor. The main building was divided
into 642 stalls with different sizes to 468 stallholders belonging
to the wet, dry and other sections.
Due to the increase of market vendors the municipal government
leased a lot along F. Reinoso and Don Leopoldo Sison Streets containing
as area of 2,562.68 sq. m. more of less as an extension of the Public
Market which now housed 476 stalls leased to different vendors belonging
to the fish, meat and vegetables sections.
Inside the two market building you will find thirty-five (35) or
more kinds of business occupying a total area of 7,678 sq. m. more
or less including the mezzanine floor. (Table 41).
Because of this conflagration which completely destroyed the Alaminos
Public, Market Vendors are now scattered in different parts of the
municipality. Despite the present situations business is going smoothly.
Before is was burned it offers hectic business activities everyday
that has attracted buyers and sellers alike from the neighboring
towns of Sual, Anda, Ango, Bani, Mabini, Burgos, Dasol, and Infanta
and even as far as Labrador and Bugallon. Merchants from the Eastern
town even market bring their agricultural products in Alaminos like
corn, eggplants, tomatoes, and Baguio vegetables. Even cultured
giant Tilapia from Pampanga and Bulacan find their way in the Alaminos
Public Market. It serves about 40,000 of the townspeople and several
thousands from the neighboring municipalities mentioned above.
There are about 1,475 establishments inside the public market of
different categories. In 1999, a total of 3,708 business permit
were issued to vendors/business establishment, 1,475 inside the
public market, 869 outside the market and 1,364 to tricycle operators.
The burned market used to be the house of sari-sari stores, dry
goods, foot wares, general merchandise, beauty parlor, agricultural/poultry
products, fish and meat stalls, restaurants/carendarias, movie houses,
rice stores, jewelry shops, dental clinics, barber shops, school
and office supply, photo shop/service, dress and tailoring shop.
At the periphery of the burned public market are various commercial
establishment such as, groceries, bakeries, drug stores, lumbers
and hardware, agricultural supply and electrical stores.
Various commercial establishment have mushrooms along the national
highway going to Dagupan City, Olongapo City, Western Towns and
to the Hundred Islands like Auto Repair Shops, Gasoline Stations,
Automotive Supply, Hotel/Inns, Transportation Terminals, Machine
Shop, Funeral Parlors, Night Spots, Lumber and Hardware, Hallow
Blocks Factory, Bricks Factories, Sash Factories, Glass Supply Stores,
Furniture/Appliance Stores. There are also eleven (11) banks in
towns such as, Philippine National Bank, Philippine Commercial and
Industrial Bank, Pangasinan Saving and Loan Bank, Rural Bank of
Sual and May Bank. These institutions extend assistance to business
operators.
The central Business District is well served by all kinds of transportations
for 24 hours likewise with sufficient Parking Areas. Table 42 shows
the different types of commercial establishments who were granted
permits and licenses in 1999. Majority of this establishments belongs
to retail/wholesale trading, followed by service type, then banking
and finance and others.
Despite that conflagration which totally damage the Alaminos Public
Market the number of establishments in 1998 compared to 1999 an
increased of 1.19%. this increase maybe attributed to the rapid
growth of population which accelerated the urbanizing trend in the
area, the eminent conversion of the town into a component city,
the construction of a three (3) storey Public Market building, improve
transport network and increase of private sector investments and
the Tax Holiday Policy of the Municipality to new Pioneer Industries.
The Commercial District majority of which are within the immediate
periphery of the burned public market occupy a total land area of
16.448 hectares more or less 0r 0.62% of the land area of the municipality.
1.2 INFRASTRUCTURE/SUPPORT FACILITIES
As stated earlier the Alaminos Public Market was burned in January,
1999 leaving the livestock market, slaughterhouse as the only commercial
infrastructure facilities, supported by the good water system, power,
good roads, transportations and enough parking space. Due to its
eminent conversion into a component city, big commercial as well
financial institutions have been establishments such as the Metro
Bank in addition to the existing banks, Education Institutions,
Hospitals and other commercial endeavors. As stated earlier there
are eleven (11) banking and fifteen (15) cooperatives that grant
financial assistance to business establishments/individuals and
to members, respectively.
The municipality does not have a record which show the number of
employed person 15 years old or over. National Statistics data as
of December 1995 does not also show the number of employed person
by municipality but by Province by major occupation group and major
industry group.
In the absence of statistics showing the exact or approximate number
of person employed in both group of occupation by assumption we
can arrive at an ideal figures. The 1995 census shoes that for both
sexes there are 40,705 person belonging to 15 years old and over
or a total of 8,141 employed in both major occupation and major
industry group in the municipality.
The above (16,282) does not include agricultural workers employed/working
permanently/reasonably in various agricultural/fishery/agriculture
activities approximately 50,500.
When House Bill No. 4898 was filled by Hon. Hernani A. Braganza,
proposing the conversion of Alaminos into a component city many
enterprising investors from different parts of the country have
come and manifested the desire to engage in business in the municipality,
thus, number of business establishments/operators have increase
followed by the increased of built-up areas. Residential areas along
the Central Business District have been converted into commercial
centers. Due to limited space in this area, vertical expansion is
noted because business activity is concentrated in this area, although
one can observed that there is also a radial growth of commercial/business
activity. The trend is perhaps influenced by the irreversible growth
of population and other contributory factors. In view of the above
prevailing circumstances we could ideally say that the ratio of
the commercial areas with that of the built-up areas is 1:1.
1.3 DEVELOPMENT NEEDS
The Alaminos Public Market before it was burned serves as the central
business in the municipality. After the fire the business establishment
around its immediate periphery remains as the center if Trade &
Commerce aside from other businesses which are located in nearby
barangay like Palamis and Tanaytay.
The present business center or district appears to be inadequate
for the townspeople and neighboring municipalities because of the
concentration of the business establishments in the Poblacion and
nearby barangay where better and sufficient support facilities and
service are available.
By the year 2004 the estimated population to be served is 77,188
plus of course Traders and Market goers from the neighboring towns
of Mabini, Burgos, Dasol, Agno, Bolinao and Anda, Hence, a need:
- To construct a three (3) storey public market building;
- To acquired additional lot with an area of a least two (2) hectare
for market expansion to house the wet, vegetable and eatery section;
- To improve the facilities and service in identified growth centers
so as not to limit the expansion of commercial activities in the
Poblacion or central district;
- To provide adequate parking space in the central business district;
- To improve the communication services, lights, and sewerage
facilities relative to the growth of commercial activities;.
- Widening of Quimson Pandayan Rapatalo Rds.
To serve as by-pass roads going to Hundred Islands and to the
Western Towns;
- Widening of Cemetery De Guzman Road. (By-pass Road).
1.4 GOALS
To propagate/promote and enhance or accelerate the growth of commercial
and other gainful endeavors in the municipality.
1.5 OBJECTIVES
To encourage the expansion of commercial activities in identified
centers or urban barangay like Palamis, Tanaytay, Pocalpocal, San
Vicente. Magsaysay, Lucap, Alos, Telbang and Amangbangan and Cayucay.
To acquire at least one (2) hectares as market expansion to house
the wet (fish, meat salted fish section).
To acquire another one (1) hectare for the bagsakan area like City
of Urdaneta;
To provide adequate (centralized) parking area for all kinds of
vehicles in the business district with an area of at least one (1)
hectare;
To improve further the market extension;
To improve further the slaughterhouse and cattle market.
1.6 STRATEGIES
To increase the area of commercial zone in the CBD by 2 hectare
through purchase for the expansion of public market and for other
commercial activities.
Encourage private investments/government investments to accelerate
the growth of commercial activities of the municipality;
Information dissemination on the fiscal incentive given to new
industries as provided in Sanggunian Bayan Resolution No. 296-94
five year Tax Holiday;
Upgrading of existing infrastructure utilities;
Stop the establishments of industrial activities in the CBD.
1.7 POLICIES
It shall be the policy if the local government to support and promote
growth in the commercial sector and encourage or enjoin private
sector role.
1.8 TARGET
Expansion of commercial area in the CBD by 31.627 hectares;
To conduct information dissemination on the provision of Sanggunian
Bayan Resolution No. 296 series of 1996 giving Tax Holiday to pioneer
industries.
To acquire at least one (1) hectare for a centralized parking area.
