ENERGIZATION FOR A BETTER LIVING!!!

Alaminos City, 10-Oct-2002 - Although all the 39 barangays of the City have been energized, there are still Sitios that are not yet covered by electricity provided by PANELCO I. Believing on its social responsibility to its constituents, the Alaminos City Government, under the leadership of Mayor Eduardo F. Fontelera, decided to fund this Energization Program using the City’s own fund. And so on October 10 of the present year, a special occasion took place at the Dan's Plaza Hotel & Restaurant - the meeting and signing of a Memorandum of Agreement (MOA), concerning the "Electrification of the ten (10) Sitios or Puroks in the City," between the Alaminos City Government and Pangasinan Electric Cooperative, Inc. (PANELCO I).

The signing of the MOA was executed by the Hon. Mayor Eduardo F. Fontelera and Mr. Rolando O. Reinoso, General Manager of PANELCO I. The event was witnessed by Kgd. Mario J. Montemayor, Kgd. Orlando "Ang Panday" Go, City Engineer Vicente B. Billon Jr. and Line Engr. Rolando J. Romero, along with the Barangay Captains of the Puroks or Sitios that will benefit from the project, and other officers and staffs from the City Hall. Board Member Danilo Dizon was also present in the occasion as a special guest.

Specifically, Sitios that were initially targeted are the following: Lelegmaan of SanRoque; Ruar Manggas of Pocalpocal; Tay-ac of Tangcarang; Matya, Cabatuan; Maputi, Cayucay; the three (3) Sitios of Telbang (Kabulalan, Singking, & Magamu-gamo); Inerangan High School, Inerangan; and the Slaughterhouse in Poblacion. About 250 families and/or households will benefit from the energization campaign.

Also included is the extension of electric lines to Inerangan High School for the benefit of the teachers and students in the said school, and also the improvement of the existing lines leading to the Slaughterhouse, which is now undergoing major rehabilitation to conform to the double “AA” classification, with fully automated operations that will soon become functional and/or operational.

As stipulated in the Memorandum of Agreement, the City will invest in PANELCO I with the condition that the said Electric Cooperative will utilize the total subsidy fund of the project in the energization of the areas included in it.

Thus, the Energization project, being a joint effort, will be funded by the City from its Internal Revenue Allotment (IRA) and will be implemented by PANELCO I, that is, they will be the one to conduct the construction and installation of the electric distribution lines and extensions.

The total cost of the project amounts to TWO MILLION NINE HUNDRED SIXTY SIX THOUSAND FOUR HUNDRED TWENTY TWO PESOS and 82/100 (P 2,966,422.82), and it will start immediately. According to PANELCO General Manager Rolando Reinoso, the 10 Puroks and Sitios will be energized before Christmas as desired by the City government. Mr. Reinoso added that they would do everything in their capability to complete the project within the timetable.

Also present in the occasion is Engr. Roel Añonuevo, the City Planning and Development Coordinator and the City Legal Officer Atty. Henry Onia. According to them, this project was

proposed way back in 1997 to the National Electrification Administration, but did not materialize due to lack of funds. The capability of the City to fund this project was brought about by the substantial increase of its Internal Revenue Allotment or the IRA as a result of its (the City’s) conversion from a municipality into a city.

Indeed, it was a very exciting evening for all the people present in the occasion, especially for the Barangay Captains who waited patiently enough for the energization of their respective Sitios. Mayor Fontelera, however, hopes that this Energization Program will lead and/or bring its beneficiaries a better way of living—being able to experience the convenience brought about by power and energy.

Will the 10 Sitios be energized before Christmas? That, we will find out!!!
