Commission On Elections Resolution No. 4779 (24 April 2002) establishes
the rules and regulations for the special registration for the Sangguniang
Kabataan election on July 15, 2002. Selected Sections are listed
below, full text availble by request.
SECTION 1. Who may register. Any Filipino
citizen may register as member of the Katipunan ng Kabataan, provided
he is:
a) At least fifteen (15) years old but less than eighteen
(18) years old on or before July 15, 2002, or those born on
any day from July 16, 1984 to July 15, 1987;
b) A resident of the Philippines for at least one (1) year and
actually residing in the barangay where he proposes to vote for
at least six (6) months on or before July 15, 2002;
c) Not otherwise disqualified by law.

SEC. 7. Date, time and place of registration.
The special registration of members of the Katipunan ng Kabataan
shall be conducted on May 20 and 21, 2002, from 8:00 oclock
in the morning up to 5:00 oclock in the afternoon.

The registration shall be conducted in the barangay hall or, public
school or other public building that is centrally located within
the barangay as may be determined by the Registration Committee.

SEC. 12. Procedure for registration. Registration
shall proceed as follows:
a) The applicant shall personally appear before the Registration
Committee of the Barangay where he resides, state his name and
exact address, specifying the house number, name of the street,
area, district, purok or sitio and barangay, or
a brief description of his residence, and present any of the following
documents:
1. Certificate of Live Birth;
2. Baptismal Certificate;
3. School ID;
4. Library ID; or
5. Any other documents that will establish his identity and
qualification.
Community Tax Certificate and certifications of barangay
officials shall not be honored as documents sufficient to establish
the identity and qualification of an applicant
b) In the absence of the above document, any member of the Katipunan
ng Kabataan may, under oath, identify the applicant. However,
no member of the Katipunan ng Kabataan shall be allowed to identify
more than three (3) applicants unless they are immediate members
of his family.

SEC. 13. Challenge of right to register. Any
member of the Registration Committee or of the Katipunan ng Kabataan
may challenge any applicant for registration before the Registration
Committee on any registration day. The Registration Committee shall
then examine the challenged person and receive such evidence as
it may deem pertinent, after which it shall decide, by majority
vote, whether to approve or disapprove the application. All challenges
shall be heard and decided on the same day the application is filled.
After the question has beer decided, the Registration Committee
shall give each party a brief certified statement setting forth
the challenge and decision thereon.
[Note: the decision of the Registration Committee maybe reviewed
by a sworn petition filed not later than May 28, 2002 at the Municipal

SEC. 23. Posting of the certified and final list of voters.
The Election Officer shall, on or before May 31, 2002, post
the certified and final list of members of the Katipunan ng Kabataan
at his office and in the bulletin boards of the barangay concerned.

II, distributed COMELEC Res. No. 4779 to Registration Committee
members and explained its meaning.

teachers and the Bgry. Secratary from every barangay. (Sec.
