R.A. 8792, known as the "Electronic Commerce
Act" requires all government institutions including
all LGUs to be e-commerce ready by June 2002. The stages
of web presence in the establishment of e-Government are:
- Emerging - Making available on the web static
information intended for the public & constituents.
- Enhanced - Making available on the web dynamic
information intended for the publics & constituents
having more options for accessing information.
- Interactive - Allows an interchange of information
between the constituent & the NGA (i.e. forms can
be downloaded or submitted online.
- Transaction - Able to process & transact
business with the publics electronically (ex. Paying taxes,
registration fees, etc.)
- Fully Ingegrated - The complete integration
of all online government services through a one-stop-shop
portal.
The National Computer Center (NCC) designed a Website Content
Management System (WCMS) that provides the facility for
creating, populating and updating an LGU's website. Ten
LGUs, nine state univerities, and one government corporation
from Region 1 and CAR attended the June 25th seminar, which
focused the the first step of emerging or making the initial
presence in the internet.

| After a briefing by Gabby Aquino, DOST, and demonstration
by Vanessa M. Bermejo and Irene E. Basada, NCC, participates
were guided step-by-step towards creating their own websites. |

| After lunch break, interested participates visited
the Geographic Information Systems (GIS) Room of BSU and discussed
the its benefit in the development planning of the LGU. |

| The rest of the one-day seminar, participants
inserted their respective information and graphics into templates
of the WCMS which generates webpages ready for a webhosting
server. NCC is providing webhosting until the end of the year
so the LGUs can continue learning WCMS and enhancing their websites. |
